Some are saying this is referring to the new birth experience.

The context says this:
Deuteronomy 32:40-43 For I lift up my hand to heaven, and say, I live for ever. (41) If I whet my glittering sword, and mine hand take hold on judgment; I will render vengeance to mine enemies, and will reward them that hate me. (42) I will make mine arrows drunk with blood, and my sword shall devour flesh; and that with the blood of the slain and of the captives, from the beginning of revenges upon the enemy. (43) Rejoice, O ye nations, with his people: for he will avenge the blood of his servants, and will render vengeance to his adversaries, and will be merciful unto his land, and to his people.

It doesn’t sound like the spiritual birth at all here. In verse 35 it reads:

Deuteronomy 32:35 To me belongeth vengeance, and recompence; their foot shall slide in due time: for the day of their calamity is at hand, and the things that shall come upon them make haste.

Hebrews 10 quotes this verse talking of them as referring to a literal death and not just spiritual death.

Hebrews 10:27-31 But a certain fearful looking for of judgment and fiery indignation, which shall devour the adversaries. (28) He that despised Moses’ law died without mercy under two or three witnesses: (29) Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace? (30) For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people. (31) It is a fearful thing to fall into the hands of the living God.

It is a fearful thing to fall into His hands.

Matthew 10:28 And fear not them which kill the body, but are not able to kill the soul: but rather fear him which is able to destroy both soul and body in hell.

So the vengeance referred to here has to do with:
1. Worse Punishment then dying without mercy
2. Fire that will Devours

It has been said that this refers to the spiritual birth. But actually, it refers to the judgment, and God’s vengeance. (See verses 35-43) Furthermore notice how Ellen White talks about God “taking life” in this quote below.

“How carefully God protects the rights of men! He has attached a penalty to wilful murder. ‘Whoso sheddeth man’s blood, by man shall his blood be shed’ (Gen. 9:6). If one murderer were permitted to go unpunished, he would by his evil influence and cruel violence subvert others. This would result in a condition of things similar to that which existed before the flood. God must punish murderers. ***He gives life, and ***He will take life***, if that life becomes a terror and a menace. Mercy shown to a wilful murderer is cruelty to his fellow men. ” Ellen White, Manuscript 126, 1901

He kills and makes alive, “He gives life and He will take life” she says. It isn’t talking about a spiritual death and being born again for the murderer. It’s talking about literal taking of life.

This verse plainly says that God kills. But notice the word here is actually the word (muwth) which means to “put to death”. Not the same word used in the sixth commandment which is “Ratsach.” So if we are to believe the bible, then we can understand 2 things here:

1. God does not murder (ratsach) or violate his law. (Exo 20:16)
2. God does kill (muwth) which upholds his law. (Num 35:16)

Num 35:16 And if he smite him with an instrument of iron, so that he die, he is a murderer (heb: ratsach): the murderer (heb: ratsach) shall surely be put to death. (heb: muwth)

Our Father in mercy upholds His law. He does not violate his law.
